CSs Ruku, Ogamba, and Mugaa Announce New Appointments in Government Ministries

Three Cabinet Secretaries—Geoffrey Ruku (Public Service), Julius Migos Ogamba (Education), and Eric Mugaa (Water)—have announced a series of new appointments and reappointments within their respective ministries through an official gazette notice.


CS Ruku Appoints Representative to HR Council

Public Service Cabinet Secretary Geoffrey Ruku appointed Lewis Nyaribo Oburu to the Institute of Human Resource Management (IHRM) Council, where he will serve as the representative for the Nyanza and Western Region for a three-year term.

According to the gazette notice:

“In line with regulation 4(1) of the Human Resource Management Professionals (Elections to the Council) Regulations, 2015, and section 7(1)(d) of the Human Resource Management Professionals Act, I appoint Lewis Nyaribo Oburu as a council member representing Nyanza and Western Region for a three-year period.”

Before this appointment, Oburu worked with the Kisii County Government but was relieved of his duties under unclear circumstances. Alongside other affected county employees, Oburu challenged his dismissal in court, and the case is still pending.


CS Ogamba Appoints Prof. Shem Wandiga to University Council

Education CS Julius Migos Ogamba has named Professor Shem Wandiga as the Chairperson of the Council at Jaramogi Oginga Odinga University of Science and Technology (JOOUST). Prof. Wandiga’s term will also run for three years.

A well-respected academic, Prof. Wandiga is a renowned chemist with decades of experience in the education and science sectors.

He previously served as Chancellor of Egerton University and held leadership roles at the African Centre for Technology Studies (ACTS)—including Dean of the College of Scholars and Governing Council Member. His appointment is seen as a boost for academic leadership and innovation at JOOUST.


CS Mugaa Reappoints Three to Water Authority

Meanwhile, Water Cabinet Secretary Eric Mugaa has reappointed Bernard Kipsengeret Koros, Simon Ngugi Mwihaki, and Rodgers Chepkwony to continue serving as members of the National Water Harvesting and Storage Authority. Their new term will also last three years.

Among the three, Koros, a former Sigowet-Soin MP, is widely remembered for being involved in a dramatic parliamentary altercation in 2021 with the current Treasury CS John Mbadi. The confrontation occurred during a heated debate over the Political Parties Amendment Bill.


2021 Parliamentary Brawl Resurfaces

That day in Parliament was marked by intense verbal exchanges as MPs debated proposed amendments introduced by former Kandara MP Alice Wahome. The changes aimed to alter procedures related to forming coalition political parties.

Tensions ran high, and a physical scuffle broke out between Koros and Mbadi. Koros ended up injured in his right eye, requiring minor surgery at Nairobi Hospital. The incident made headlines across the country, with both lawmakers trading blame over who initiated the f
