ODM Nominates New Majority Leader

ODM Appoints New Majority Leader in Mombasa County Assembly

The Orange Democratic Movement (ODM) has officially appointed Shimanzi Ward MCA Priscilla Mumba as the new Majority Leader in the Mombasa County Assembly. Mumba takes over the position from Athman Mwamwiri, who previously represented Likoni Ward.

This change in leadership was confirmed by County Assembly Speaker Aharub Khatri, who stated that Mwamwiri was removed after a resolution was reached by ODM members during a meeting held on July 3, 2025.

The speaker made the announcement public, affirming that the party had followed due process in replacing the former Majority Leader.

MCA Priscilla Mumba strongly criticised her predecessor, accusing him of working against the interests of the county assembly. According to her, Mwamwiri opposed the Mombasa County Ward Equitable Development Bill, 2024, a key piece of legislation that would have allowed each ward to access development funds.

She argued that his resistance to the bill denied MCAs the chance to bring development to their communities, which eventually led to his dismissal from the leadership role.

Several other leaders supported Mumba’s sentiments and expressed their frustrations with Mwamwiri’s leadership. Freretown MCA Mariam Baimu openly stated her disappointment, saying the former Majority Leader had mismanaged assembly business and failed to bring people together on critical county matters.

Junda Ward MCA Silvester Kai, who was elected on a UDA ticket, also weighed in, blaming Mwamwiri for standing in the way of the Ward Development Fund Bill, which was meant to empower local ward representatives to carry out development projects.

Changamwe MCA Bernard Ogutu, also a vocal critic of the former leader, said the position of Majority Leader is not a personal entitlement but a duty given to someone to serve the people. He pointed out that leaders who become arrogant and ignore the voices of those they represent risk being removed, just like what happened to Mwamwiri.

Several ODM-nominated MCAs welcomed the new leadership. Milka Areba supported the change and criticised how some MCAs had been casually discussing important assembly matters in informal settings like funerals and weddings.

She said such behaviour showed a lack of professionalism and was one of the reasons why they pushed for a change in leadership.

Pamela Ojala, another nominated MCA from ODM, echoed those views and said the leadership shift was long overdue. She cited Mwamwiri’s poor performance and his refusal to support the Ward Equitable Development Bill as signs that he was not committed to serving the county’s best interests.

In summary, ODM’s decision to appoint Priscilla Mumba as the new Majority Leader has received strong support from party members and several MCAs. Many see the move as necessary to restore accountability, professionalism, and progress in the Mombasa County Assembly.
