Human Rights Advocate Accepts Ruto’s Appointment Despite Past Criticism

Human Rights Advocate Irũngũ Houghton Accepts Ruto’s Appointment Despite Past Criticism

Irũngũ Houghton, one of Kenya’s most outspoken human rights and social justice advocates, has accepted President William Ruto’s appointment to serve on the Panel of Experts on Compensation of Victims of Demonstrations and Public Protests.

The news was officially confirmed through a statement by Amnesty Kenya Board Chairperson Stellah Bosire, who welcomed the move.

Houghton is currently the Executive Director and official Spokesperson of Amnesty International Kenya, a role in which he has been widely recognized for consistently speaking out against human rights violations in the country.

“Amnesty International Kenya welcomes the appointment of Irũngũ Houghton to the Panel of Experts on Compensation of Victims of Demonstrations and Public Protests,” the statement read in part.

Amnesty’s Demands for Justice

In the same statement, released on Tuesday, August 26, Amnesty called on the newly formed task force to deliver a truly comprehensive reparations package for victims and families affected by violent crackdowns on protests.

Among the key demands listed were fair financial compensation, truth-telling mechanisms, public memorials, rehabilitation programs, legal and policy reforms, as well as guarantees that such abuses will not happen again.

The appointment of Houghton has drawn attention because he has been a long-time critic of the Ruto administration and the state’s handling of protests.

Through Amnesty, he has often condemned incidents of police brutality and excessive force, directly accusing the Executive of sanctioning unlawful crackdowns on peaceful demonstrators.

Concerns Over Shifting Alliances

In Kenya’s political space, it has often been observed that some government critics soften their stance or shift alliances once they receive official appointments. With Houghton’s acceptance of Ruto’s appointment, questions have been raised as to whether a similar pattern might emerge.

However, Amnesty moved quickly to clarify that Houghton’s involvement will strictly remain in an advisory capacity. His leadership at Amnesty International Kenya will not be affected, and he will continue to push for accountability, justice, and maximum compensation for victims of state violence.

“Irũngũ Houghton joins the Panel in an advisory role in his personal capacity. His appointment will not limit his responsibility to lead Amnesty’s advocacy, litigation, and pursuit of command responsibility for the abuses that have occurred.

He will remain bound by the paramount interests of the victims’ families and their demand for judicial redress,” Amnesty emphasized.

The 15-Member Panel

Houghton will serve alongside 14 other members on the panel, which will be chaired by Makau Mutua, President Ruto’s Senior Advisor on Constitutional and Legal Affairs. Law Society of Kenya (LSK) President Faith Odhiambo Mony has been named as vice-chairperson.

The full list of panel members includes former Solicitor General Kennedy N. Ogeto, Dr. Duncan Ojwang’ (who recently rejected Ruto’s appointment to chair the Kenya National Commission on Human Rights), Naini Lankas, Dr. Francis Muraya, Juliet Chepkemei, Pius Metto, Fatuma Kinsi Abass, and Raphael Anampiu, among others.

A technical team will provide additional support. This group will be led by Richard Barno, with Dr. Duncan Okelo Ndeda as Co-Technical Lead. Jerusah Mwaathime Michael and Dr. Raphael Ng’etich will serve as joint secretaries, ensuring the panel’s operations run smoothly.

Mandate and Timeline

According to the gazette notice announcing the appointments, the panel’s primary responsibility will be to design an operational framework to identify and categorize victims.

This includes verifying records, authenticating data from key institutions such as the Independent Policing Oversight Authority (IPOA), the Kenya National Commission on Human Rights (KNCHR), and the Ministry of Health.

The panel will also be tasked with recommending fair and effective reparations for victims. The final report is expected to be submitted to the President within 120 days.

Funding for the compensation scheme and the panel’s operations will be provided in compliance with the Public Finance Management Act and other relevant laws, with strict use of auditable payment systems to ensure accountability and transparency.
