CS Aden Duale Given 48 Hours to Resign Amid SHA Fraud Allegations
A political storm is brewing in the country’s health sector after a group of legislators led by Nairobi Senator Edwin Sifuna issued a 48-hour ultimatum to Health Cabinet Secretary (CS) Aden Duale, demanding that he resign from office.
The lawmakers, who are part of a growing political movement known as Kenya Moja, linked Duale directly to a multi-billion-shilling scandal at the Social Health Authority (SHA).
They warned that if the CS fails to step down voluntarily within the stated time frame, they will move forward with plans to table an impeachment motion against him in Parliament.
Duale, who has been at the center of national attention since assuming his role as Health CS, now finds himself in the middle of heated political pressure, with critics accusing him of failing to safeguard public resources under his ministry.
MPs Issue Ultimatum
Alongside Senator Sifuna, several other leaders joined in making the demands. They included Bomachoge Borabu MP Obadia Barongo, Kitutu Masaba MP Clive Gisairo, Kitutu Chache South MP Tonny Kibagendi, and Funyula MP Wilber Oundo.
“If in the next 48 to 72 hours Honourable Duale does not resign, we are looking at impeachment as one of the possible avenues to ensure he is removed from office,” stated Kibagendi, underscoring the seriousness of the ultimatum.
The legislators also turned their attention to other top officials at SHA. They called for the resignation of the Authority’s chairperson, Abdi Mohammed, who has been facing accusations of conflict of interest, and Chief Executive Officer (CEO) Mercy Mwangangi, who they claim has failed to restore credibility within the agency.
Allegations of Fraud and Cover-Up
The MPs accused Duale and powerful figures within State House of being behind the alleged theft at SHA, pointing to suspicious financial activities. Reports of irregular payments to ghost health facilities, questionable disbursements, and possible misuse of funds have already raised red flags.
“The chief architects of this scheme are Honourable Duale and the people at State House. Duale and his associates, together with their surrogates, should not try to hoodwink Kenyans or divert attention from the real issue,” Kibagendi added.
Their claims came at a time when Kenyans were still reacting to the shocking details surrounding the Authority, which has been struggling to maintain public trust.
Duale Strikes Back With Revelations
Interestingly, only a day earlier, on Monday, August 26, CS Duale himself had revealed massive fraud within the SHA. According to the Health CS, investigations had already uncovered worrying practices such as upcoding, falsification of medical records, inflating outpatient visits into inpatient admissions, and even phantom billing for patients who never existed.
He further disclosed that the Ministry had already rejected claims amounting to Ksh10.6 billion due to fraudulent activities and non-compliance, promising a comprehensive crackdown on facilities implicated in the scam.
However, after these revelations, controversy deepened when the public payment portal for SHA and the Kenya Master Health Facility Registry (KMHFR)—both platforms meant to show transparency in hospital payments—were suddenly pulled down.
This unexpected move sparked suspicions of a possible cover-up, with critics arguing that it undermined the credibility of the Ministry’s transparency efforts.
Battle for Public Trust
Despite mounting pressure, CS Duale has maintained that he is committed to leading reforms within the Authority and the broader health sector. He insisted that the exposure of fraud was part of his reform agenda and not an attempt to protect wrongdoers.
He also claimed that certain groups, including sections of the media, were being used in an organized campaign to water down government reforms and create mistrust among Kenyans.
Duale assured the public that the Ministry of Health would continue pushing for accountability and efficiency, regardless of the political noise surrounding the matter.

The ultimatum by Kenya Moja legislators signals an intensifying political battle around the health docket. Whether Duale bows to pressure or stands firm will likely shape the next chapter of this standoff.
