Breaking: Ruto Makes Changes to Parastatals Leadership in Latest Appointments

Ruto Reshuffles Parastatal Leadership in New Appointments

President William Ruto has made fresh changes in the leadership of several state corporations, continuing his trend of reshuffling parastatal boards and commissions. The latest appointments were announced in a gazette notice published on Friday, September 5, 2025.

One of the key changes was the appointment of Dr. Samier Muravvej as the new Chairperson of the Kenya Fisheries Service. Muravvej will serve as the non-executive chairperson for a three-year term, with his tenure officially beginning on September 5, 2025.

Quoting the gazette notice, President Ruto stated:

“In exercise of the powers conferred by section 11 (1) (a) of the Fisheries Management and Development Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Dr. Samier Muravvej to be the non-executive Chairperson of the Kenya Fisheries Service, for a period of three years, with effect from September 5, 2025.”

Alongside the appointment, the Head of State also revoked Muravvej’s previous role as the non-executive Chairperson of the National Syndemic Diseases Control Council (NSDCC), a position he had only held since July 2025.

Who is Samier Muravvej?

Dr. Muravvej is a well-known dental surgeon, entrepreneur, and public health expert with over two decades of experience in healthcare, technology, and real estate. He has also played an active role in public service leadership.

Before joining the Fisheries Service, Muravvej had served as the Chairperson of the Kenyatta National Hospital (KNH) Board, where he was appointed in February 2023. His tenure at KNH came to an end after he was succeeded by Abbas Gullet, the former Secretary-General of the Kenya Red Cross.

Muravvej’s career has seen him balance medical practice, entrepreneurship, and leadership in public institutions, making him one of the few professionals with diverse experience across both private and public sectors.

National Land Commission Appointments

The latest changes in parastatals follow closely after another significant move by President Ruto regarding the National Land Commission (NLC). Just a few days earlier, he unveiled the names of a selection panel that will oversee the next appointments to the NLC.

Those appointed to the selection panel include:

  • Jasper Micheni Mbiuki
  • Peris Mang’ira
  • Electine Nasambu
  • Ann Mwangangi
  • Bibiana Rabuku Omalla
  • Nichola Letting
  • Rehema Dida Jaldesa

The new panel is expected to manage the recruitment process as the current NLC board nears the end of its term, which officially expires on November 14, 2025.

The gazette notice also indicated amendments to the Supreme Court (General) Practice Directions of 2020, highlighting the government’s continued efforts to align judicial and administrative processes with the changing needs of governance.

A Continued Pattern of Restructuring

President Ruto’s new appointments reflect his continued push to restructure leadership within state corporations and commissions. Since taking office, he has consistently reshuffled boards, replacing some leaders while bringing in new faces.

Analysts note that these changes are aimed at streamlining service delivery and ensuring loyalty within key institutions.

With the new leadership in place at the Fisheries Service and the imminent changes at the National Land Commission, attention is now on how these shifts will impact the performance of state agencies in the coming months.
