CJ Koome, CSs Duale, Wandayi and Kinyanjui Announce New Government Appointments
Chief Justice Martha Koome, together with Cabinet Secretaries Aden Duale, Opiyo Wandayi and Lee Kinyanjui, have unveiled a series of fresh appointments, reappointments and revocations in the latest Kenya Gazette notice.
The changes affect several important committees, boards, and regulatory bodies in the justice system, energy, health, and trade sectors.
Koome Extends and Reshuffles NCAJ Committees
Chief Justice Martha Koome announced major updates in the National Council on the Administration of Justice (NCAJ). She extended the tenure of members serving in the NCAJ Standing Committee on Court Users for another three years.
The Chief Justice noted that the committee’s Terms of Reference will remain unchanged, but stressed that the committee may, whenever necessary, bring in technical experts to provide guidance on specific issues or agendas.
Koome also appointed three new members to the Court Users Committee. They are Catherine Mburu representing the Judiciary, Maureen Wangari Maina from IPOA, and Mirriam Wachira from Justice Nest. At the same time, the 2022 appointment of Justice Emily Ominde was revoked.
In the NCAJ Working Committee on Information, Communication and Technology (ICT), the Chief Justice extended the current members’ tenure for another three years.
She further appointed Bridgitte Ndong, Sammy Linus, Evelyn Wambui Mwangi and Hezekiah Aseso Omollo to join the ICT committee. However, the appointments of Rose Mosero, Nyanje K. Kitsao, Andrew Opiyo and Stardust Mwende were revoked.
On matters relating to Sexual Offences and Gender-Based Violence (SGBV), Koome confirmed that the Working Committee reviewing laws in this area will also continue for another three years.
She brought in three new members — Lydia Mulei, Phylis Muriuki and Ann Wanjiku Mwangi — while revoking the appointments of Armstrong Rotich, John Ngugi and Fatuma Mohammed.
The NCAJ Standing Committee on the Administration of Justice for Children will remain unchanged, with members expected to continue serving for another three years.
In traffic matters, the NCAJ Committee on Traffic Reforms saw a new appointment. Evelyn Wambui Mwangi has been picked to serve the remainder of the committee’s tenure. However, the 2024 appointment of Andrew Opiyo was revoked.
Meanwhile, the Civil Justice Reforms Committee has had its mandate extended for another three years. Three new members — Janet Kungu, Ernest Kioko and Doreen M. Ndemo — have been appointed to join, while the appointment of Sylvia Yiantet Kooke was revoked.
Cabinet Secretaries Make New Appointments
Apart from the judiciary, different Cabinet Secretaries also made significant changes through appointments to key government bodies.
Energy Cabinet Secretary Opiyo Wandayi appointed Simon Anthony Njuguna as a member of the Energy and Petroleum Regulatory Authority (EPRA) for a term of three years. His appointment effectively revokes the earlier appointment of Anthony Gachau Mbuthia.
Health Cabinet Secretary Aden Duale appointed Salome Owuonda as a member of the Board of Directors of the Kenya Institute of Primate Research. She will also serve for three years.
Investments, Trade and Industry Cabinet Secretary Lee Kinyanjui made the largest wave of appointments in this round. He appointed a total of 78 members to serve as inspectors under the Standards Act. The appointments are meant to strengthen oversight, ensure compliance with regulations, and uphold quality standards across the country’s trade and industry sector.
A Broad Effort to Strengthen Governance
These appointments, extensions and revocations reflect the government’s effort to strengthen institutions, improve accountability and ensure efficiency in both justice and service delivery.
While the judiciary, through CJ Koome, is working to enhance reforms in court processes and laws on sensitive issues such as gender-based violence and traffic reforms, the Cabinet Secretaries are focusing on oversight and regulatory functions in their respective ministries.
The wide range of appointments signals ongoing restructuring within government institutions, with new faces being brought in while some previous appointments are being revoked to make way for a renewed approach in governance.
