Ruto Revokes Ex-CDF Julius Karangi’s Appointment in New Leadership Shake-Up

President William Ruto has announced a major reshuffle in the leadership of several state corporations, with one of the most notable changes being the revocation of the appointment of former Chief of Defence Forces (CDF), General (Rtd.) Julius Waweru Karangi.

According to a gazette notice dated October 24, 2025, President Ruto replaced General Karangi with Ali Wario as the new non-executive chairperson of the National Council for Population and Development (NCPD) board. Wario will officially take over the role for a three-year term beginning October 24, 2025.

General Karangi, a respected military veteran, served as Kenya’s Chief of Defence Forces from 2011 until his retirement in 2015. After leaving active military service, he was appointed to several government roles, including serving as chairperson of the NCPD board.

His removal marks another wave of leadership changes that have seen several state corporation heads replaced as part of President Ruto’s ongoing government reorganization.

In the official notice, President Ruto stated, “I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Ali Wario to be the Non-Executive Chairperson of the National Council for Population and Development Board for a period of three years, with effect from 24th October 2025. The appointment of Gen. (Rtd.) Julius Waweru Karangi is revoked.”

Alongside Karangi’s replacement, the President made other key appointments. Former Kipkelion East MP, Kirui Limo, has been named the Non-Executive Chairperson of the Gambling Regulatory Authority under the newly enacted Gambling Control Act 2025. Limo’s appointment also takes effect immediately and will run for three years.

This move led to the revocation of Jane Mwikali Makau’s appointment, who had served in the same position since 2022.

However, Makau was not left out of the government structure. President Ruto reassigned her to head the National Water Harvesting and Storage Authority as its Non-Executive Chairperson. Her new appointment, like others, will also last for three years beginning October 24, 2025.

The latest reshuffle did not stop there. Several cabinet secretaries, including Geoffrey Ruku, Julius Ogamba, Aden Duale, Davis Chirchir, Eric Mugaa, and William Kabogo, also announced leadership changes in their respective ministries and parastatals.

These appointments are part of the government’s broader effort to strengthen management and improve efficiency in key institutions.

In another announcement, Attorney General Dorcas Oduor confirmed the appointment of Ernest Kamau as a member of the Board of Directors for the Business Registration Service (BRS).

Kamau will serve a three-year term. Oduor also revoked the appointment of members of the Selection Panel that had been responsible for nominating individuals to the Waqf Commission, signaling a fresh start in that department as well.

The reshuffle reflects President Ruto’s continued focus on reorganizing the leadership of government agencies to align with his administration’s priorities.

Many of the new appointments feature individuals seen as loyal to his administration or experienced in their fields, a move likely aimed at improving service delivery and accountability across state institutions.

These leadership changes come at a time when the government has been pushing for reforms in various sectors to boost performance and ensure proper governance.

The revocation of General Karangi’s appointment and the appointment of new faces across boards and authorities demonstrate the administration’s intent to maintain a steady pace of transformation within public institutions.
