Residents Stage Protests Over Random Cabinet Reshuffles

Residents Protest Over Frequent Cabinet Reshuffles in Kilifi County

Residents of Kilifi County have taken to the streets to protest what they describe as poor service delivery caused by constant and random reshuffles in the county government.

The angry residents, who marched through major roads carrying green leaves and blowing whistles, accused Governor Gideon Mung’aro of making unplanned cabinet reshuffles that move officials to departments they are neither qualified for nor experienced in.

They claimed that these decisions are made without proper consultations and have led to confusion, inefficiency, and a decline in the county’s development.

According to the protesters, the repeated changes in the county’s administrative structure have severely slowed down key projects, including infrastructure and economic development initiatives.

They said the reshuffles have disrupted operations in various departments, leaving important services unattended and creating instability among county workers.

While Governor Mung’aro has maintained that his reshuffles are intended to improve performance and enhance accountability, residents believe there are other motives behind the changes.

Many accused unnamed cartels of influencing the governor’s decisions for their personal gain.

They alleged that these cartels pressure the governor to move loyal and competent officers from their positions to make room for individuals who serve their own interests.

“The governor keeps transferring people from their positions to departments where they don’t even know what to do,” one resident lamented. “It’s not the first time he’s doing this.

He keeps removing officials who are doing a good job in places they understand well. Until when will this continue?”

Another protester added, “We respect and love our governor, but the people around him — the cartels — are the problem. They are using him, and we are the ones suffering because services have stopped reaching us.”

These demonstrations come just a week after Governor Mung’aro announced yet another round of cabinet reshuffles within his County Executive Committee (CEC).

In a statement released on Wednesday, October 22, the governor reassigned several key officials. Finance and Economic Planning CEC, Yaye Shosi, was transferred to the Department of Gender, Sports, Youth, Social Services, Special Programs, and Disaster Management. In his place, Philip Kitsao was appointed as the acting CEC for Finance.

Additionally, Ruth Masha, who previously headed the Gender department, was moved to the Roads Department.

The changes also extended to the Chief Officers, who were shifted to new roles. Samuel Mkutano was transferred from the Resource Mobilisation docket to Devolution and Civic Engagement, while Christine Mwaka was moved from the Blue Economy department to Livestock and Public Works.

The Resource Mobilisation docket was handed over to George Mwangiri, whereas Winnie Luwali was moved from Devolution to ICT, replacing Agnetta Karembo, who was shifted from ICT to Livestock. Meanwhile, Lawrence Bokoro was reassigned to the Water department.

Residents expressed frustration, saying the frequent reshuffles have created confusion and lack of continuity in key departments. They called on Governor Mung’aro to consult the public and consider the impact of his decisions before making further changes.

Many urged him to focus on stabilizing his administration to restore confidence and ensure efficient service delivery to the people of Kilifi County.

They warned that if the situation does not improve, they will continue demonstrating until their voices are heard and meaningful action is taken to end what they called “chaotic governance.”
