Sudi, Jalang’o Among MPs Accused of Misusing NG-CDF Funds

Auditor General Nancy Gathungu has released a damning report exposing how Members of Parliament managed the National Government Constituency Development Fund (NG-CDF) for the financial year ending 2023.

The report, made public on Monday, January 3, highlights serious financial irregularities, with MPs from all 290 constituencies struggling to account for millions of shillings meant for development projects.

The audit identified several major concerns, including incomplete projects, double payments, missing receipts, and a lack of proper documentation to support expenditures.

The report reveals that many MPs allocated funds for various projects, but there is little to no evidence to show how the money was spent.

Oscar Sudi’s Kapseret Constituency

Kapseret MP Oscar Sudi has been singled out for failing to account for Ksh44 million spent on bursaries. Additionally, an extra Ksh2 million allocated to committees within the constituency also remains unaccounted for.

The audit further reveals that Sudi’s constituency failed to remit Ksh1.2 million in Pay As You Earn (PAYE) deductions from committee allowances to the Kenya Revenue Authority (KRA), raising serious compliance concerns.

Felix Odiwuor’s Lang’ata Constituency

Lang’ata MP Felix Odiwuor, popularly known as Jalang’o, has also been caught in the audit net after Ksh52 million allocated for bursaries could not be verified.

According to the report, some recipient schools could not provide acknowledgment letters confirming they received the funds.

This lack of accountability has raised concerns about whether the funds were actually disbursed to needy students as intended.

Dido Ali’s Saku Constituency

In Saku Constituency, represented by MP Dido Ali, the report reveals that out of the Ksh47 million set aside for bursaries, Ksh8 million was not acknowledged by recipient institutions.

Furthermore, Ksh9 million lacked proper documentation, and there was no record of admission numbers for students who allegedly received the funds.

Jaldesa Guyo’s Moyale Constituency

Moyale MP Jaldesa Guyo’s constituency was flagged for spending Ksh3 million on travel expenses for county officials to inspect various projects.

However, no documentation has been provided to justify these expenses. Additionally, Ksh9 million was allocated for purchasing a school bus, but no supporting documents were submitted to confirm the transaction.

John Waluke’s Sirisia Constituency

Sirisia MP John Waluke is also under scrutiny after failing to provide proof that Ksh35 million allocated for bursaries was sent to students’ school accounts.

The lack of financial accountability in his constituency raises questions about whether the intended beneficiaries received the funds.

Paul Kibet’s Rongai Constituency

In Rongai Constituency, represented by MP Paul Kibet, the report highlights that Ksh4 million disbursed as bursaries lacked students’ registration numbers.

This omission makes it difficult to verify whether the funds actually benefited students or were misused.

Badi Twalib’s Jomvu Constituency

Jomvu MP Badi Twalib is among the legislators whose constituencies have been flagged for poor financial management.

The audit reveals that Ksh51 million was spent on various projects, yet no proper documentation exists to show how the money was used.

Rising Concerns Over NG-CDF Mismanagement

The findings in the Auditor General’s report have raised fresh concerns about how MPs manage NG-CDF funds.

With millions of taxpayer money unaccounted for, the report paints a worrying picture of mismanagement, possible corruption, and negligence in handling public resources.

The report is expected to put pressure on the implicated MPs to explain how the funds were utilized and to take responsibility for any financial misappropriation.

As investigations into these irregularities continue, Kenyans will be keen to see whether any action will be taken against the MPs found guilty of misusing public funds.
