CSs Duale and Mbadi Make New Appointments in Government

Less than a month after taking over the leadership of the Ministry of Health, Cabinet Secretary Aden Duale has started making key changes by announcing new appointments.

These moves signal his intention to restructure and strengthen the health sector under his leadership.

In a notice published in the Kenya Gazette, CS Duale appointed Agnes Ongandi as a board member of the Kenyatta University Teaching, Referral, and Research Hospital (KUTRRH).

She will serve on the board for a period of three years, starting from April 4, 2025.

The official notice read, “In exercise of the powers granted under section 6 (1) (a) of the State Corporations Act, and in line with Paragraph 6 (1) (k) of the Kenyatta University Teaching, Referral and Research Hospital Order, the Cabinet Secretary for Health appoints Agnes A. Ongandi to serve as a member of the KUTRRH Board for a term of three (3) years, effective April 4, 2025.”

In a similar move, National Treasury Cabinet Secretary John Mbadi also announced a reappointment in a separate gazette notice.

Mbadi reappointed Njeri Onyango to continue serving as a member of the Public Procurement Administrative Review Board (PPARB) for another three-year term, also effective from April 4, 2025.

According to the notice, “In line with section 29 (2) (b) of the Public Procurement and Asset Disposal Act, 2015, the Cabinet Secretary for the National Treasury and Economic Planning reappoints Njeri Onyango as a member of the Public Procurement Administrative Review Board for a further period of three (3) years, beginning April 4, 2025.”

In addition, Attorney General Dorcas Oduor made new appointments that aim to strengthen the Kenya Revenue Authority (KRA).

She approved the assignment of 30 advocates to work with KRA, allowing them to act on behalf of the tax agency in legal matters. This is expected to enhance KRA’s ability to fulfill its constitutional mandate more effectively.

A statement by Oduor read, “Under the authority of section 10 (d) of the Advocates Act, the individuals listed in the Schedule are hereby permitted, as part of their duties, to act as advocates on behalf of the Kenya Revenue Authority.”

Meanwhile, Siaya Governor James Orengo made new changes at the municipal level by appointing four new members to the municipal board.

The appointees are Reverend Canon Joel Ochieng, Michael Francis Ochieng, George Ouma Ongongo, and Winnie Awuor Oyugi. Their appointment was approved by the County Assembly of Siaya.

These board members will serve for a term of five years, as provided for under several legal provisions, including section 30 (2) (a) and (l) of the County Governments Act, section 14 of the Urban Areas and Cities Act, and sections 9 and 11 of the Public Appointments (County Assemblies Approval) Act.

In another significant development, Health CS Duale last week announced the formation of a special committee aimed at resolving long-standing issues related to unpaid bills by the defunct National Hospital Insurance Fund (NHIF).

The committee has been tasked with finding solutions to the huge backlog of unsettled claims that many medical facilities, especially mission-based and private hospitals, have raised concerns about.

According to a special gazette notice, Duale stated that the committee would help ensure the health sector remains functional by settling the outstanding payments that have strained relationships between health providers and the government.

This intervention is expected to restore stability and trust in the system as the ministry moves forward with sector reforms.
