Nairobi Governor Johnson Sakaja has introduced a fresh shake-up in his administration, transferring several Chief Officers to new departments in a move he says is meant to improve efficiency and strengthen service delivery across the county.
One of the major changes is the reassignment of Chief Officer Geoffrey Mosiria, who has been moved from the Environment docket with immediate effect.
According to a notice signed by Governor Sakaja on Tuesday, November 18, Mosiria will now serve as the head of the Citizen Engagement and Customer Service department.
This shift places him in a role that directly deals with Nairobi residents, where he will be expected to enhance communication, resolve public concerns, and ensure faster service response.
The Environment docket, previously under Mosiria, has now been handed over to Hibrahim Otieno. Otieno has been serving as the Chief Officer in charge of Medical Facilities, and his move marks a significant change in leadership for the critical environment sector, which continues to face challenges such as waste management and urban pollution.
Ten Chief Officers Affected in the Latest Reshuffle
Governor Sakaja noted that a total of 10 Chief Officers had been shifted in the latest reorganization, which was done in accordance with Section 45(5) of the County Government Act, 2012.
He stated that these adjustments are part of ongoing efforts to realign county operations with the administration’s goals and improve workflow across departments.
Among the key changes:
- Godfrey Akumali, who previously served in the Business and Hustler Opportunities department, has now been reassigned to the Housing and Urban Renewal sector. This move places him in a docket responsible for upgrading city estates and improving urban living conditions.
- Tony Michale Kimani, who was heading Social Services, has transitioned to lead the Social Services and Estate Management docket. His new role expands his responsibilities by adding oversight of county estates and community facilities.
- Lydia Mathia, the former County Chief Officer for Housing and Urban Renewal, will now take charge of the Business and Hustler Opportunities department. Her shift positions her in a sector focused on supporting small businesses, informal traders, and youth enterprises.
- Sande Oyolo, who was in charge of the Digital Economy and Startups docket, has been moved to the Medical Facilities department. He will now be responsible for coordinating county health infrastructure and ensuring medical services run smoothly.
- The Digital Economy and Startups sector has now been handed to Wilson Gakuya, who previously oversaw the Smart Nairobi docket. Gakuya will be expected to drive innovation, support tech-driven businesses, and expand Nairobi’s digital space.
- Mache Waikenda moves from the Mobility Sector to the Mobility and AG ICT Infrastructure docket, taking up a broader role that merges transport services with technological infrastructure.
- Clement Rapudo, who was leading the City’s Culture, Arts, and Tourism department, has now been transferred to head the Smart Nairobi sector. His new role places him in charge of pushing technology-based solutions and improving digital service delivery.
- Lastly, Zipporah Mwangi has been reassigned from Citizen Engagement and Customer Service to the City Culture, Arts, and Tourism docket. She will be expected to promote cultural events, support creative industries, and help boost Nairobi’s tourism appeal.

A County Chief Officer is a top official within the county government and plays a vital role in the management of departments.
Their responsibilities include running daily operations, directing staff, ensuring that departmental goals are met, and making sure public services reach citizens efficiently.
They work closely with the County Executive Committee Member (CECM) for their sector and are instrumental in implementing county policies on the ground.
