Siaya MCAs Threaten Impeachment as Pressure Mounts on Governor Orengo Over Delayed Projects
Members of the Siaya County Assembly have threatened to begin impeachment proceedings against Governor James Orengo, accusing his administration of failing to deliver development projects and implement important county programmes.
The MCAs say residents across many wards have not seen any meaningful development despite the county assembly approving the budget and allocating funds for the projects.
According to them, the lack of visible progress has left many wananchi frustrated and has placed elected ward representatives under intense pressure from the public.
The matter was strongly raised on the floor of the House by Central Gem Ward MCA Sylas Madingu, who expressed concern that several wards remain without any active projects.
He said the delays are becoming politically dangerous for MCAs because voters are blaming them for the county’s failure to act, yet the assembly had already played its role by approving the required budgets and plans.
Madingu further argued that with only a short period remaining before the close of the current financial year, most of the approved projects have not even completed the procurement process.
This, he said, raises serious questions about whether the county executive is genuinely committed to service delivery or is simply ignoring the assembly’s resolutions.
He reminded the House that during an earlier consultative meeting, there had been a clear agreement that all approved projects would be put out for tender by January 2026. However, that timeline has allegedly been ignored, with little or no explanation given to the assembly or the public.
“Noting with concern, Mr Speaker, that with barely two months to the close of the financial year, the county executive has failed, neglected and refused to procure and award a substantial number of procurement projects approved in the same budget,” Madingu told the House.
In response to the growing concerns, Siaya County Speaker George Okode directed the county executive to provide a formal response before the assembly can consider any further action.
The Speaker stressed the importance of accountability, warning that the House cannot afford to ignore serious complaints touching on poor service delivery and delayed development.
Several other MCAs from different parts of the county also supported Madingu’s concerns, saying the delays are affecting key projects that directly impact the lives of residents.
Among the projects mentioned were road construction works, water supply systems, and early childhood development centres, all of which are considered essential services for local communities.
Some ward representatives also claimed that certain high-profile projects, including a multimillion-shilling water programme that had already been publicly announced, have still not reached the procurement stage.
This, they said, has created confusion among residents who believed the projects were already underway.
As pressure continues to build, the assembly has now resolved to summon senior county officials, including chief officers and procurement directors, to appear before the House.
The officials will be required to explain the delays, account for the procurement gaps, and provide clear timelines on when the stalled projects will finally begin.
The political tension comes at a time when Governor Orengo has been taking a more visible role in national politics, especially through his criticism of the national government under the Linda Mwananchi brigade.
His growing political voice has also attracted criticism from leaders within his own broader political camp, including Energy CS Opiyo Wandayi, adding another layer of political heat around his administration.
Earlier this month, Alego Usonga MP Samuel Atandi separately appealed to the MCAs to abandon the impeachment plans.
Atandi argued that it would be better to allow voters to make the final political decision on Governor Orengo in the next general election rather than push for removal at this stage.
According to Atandi, impeachment efforts so close to the next polls could easily distract both the county leadership and the assembly from focusing on urgent development priorities.
He warned that the main concern should remain service delivery and ensuring residents receive the projects and services they were promised.
