President Ruto Revokes Two State Appointments

President William Ruto has officially revoked the appointments of two government officials, according to a gazette notice.

One of the officials affected is Joe Owaka Ager, who has been removed from his position as Chairperson of the Board of Directors at the Pyrethrum Processing Company of Kenya.

The notice states that the decision was made under Section 6(1)(a) of the State Corporations Act, alongside Section 51(1) of the Interpretations and General Provisions Act. The revocation takes effect from January 31, 2025.

Before his appointment to the Pyrethrum Processing Company, Owaka served as the Chairperson of the Placement Board at the Kenya Universities and Colleges Central Placement Service (KUCCPS) between 2018 and 2021, during former President Uhuru Kenyatta’s administration.

He also worked as General Manager of the Kenya Electricity Transmission Company (KETRACO) from 2010 to 2015.

Owaka is known to be a close political ally of Raila Odinga. More recently, he was among the individuals selected by Ruto to serve as a government advisor, taking up the role of Secretary of Governance. Interestingly, this appointment came after Ruto had vowed to reduce the number of advisors in a bid to cut down government expenses.

The second official whose appointment has been revoked is Kiema Mwandia, who was serving as a member of the Tanathi Water Works Development Agency Board. Like Owaka, his removal also takes effect from January 31, 2025.

Kiema Mwandia is a strong supporter of President Ruto and has been actively involved in politics as the county coordinator of the United Democratic Alliance (UDA) in Kitui.

The revocation of these appointments comes shortly after another high-profile removal. Recently, Education Cabinet Secretary Julius Ogamba revoked the appointment of Francis Meja as a member of the Council of Murang’a University of Technology.

Meja, the former Director General of the National Transport and Safety Authority (NTSA), lost his position after being officially sworn in to serve as a member of the Public Service Commission (PSC) on January 20, 2025. His nomination to the PSC board had been approved by President Ruto in December 2024.

The changes in government appointments indicate an ongoing restructuring process within Ruto’s administration.
