Top 10 Best Performing PSs – Report

A new survey by research firm Politrack Africa has ranked Principal Secretary (PS) for the State Department of Immigration, Julius Bitok, as the top-performing PS in the government.

The study, conducted between January 4 and January 10, aimed to assess public perception regarding the effectiveness of various government departments. It also explored whether Kenyans believe the administration should undergo a reshuffle to improve service delivery.

According to the report, which was released on Friday, February 21, PS Julius Bitok shared the top position with Energy PS Alex Wachira. Both secured an impressive approval rating of 76.5 per cent, making them the highest-rated principal secretaries in President William Ruto’s administration.

In second place was Health PS Mary Muthoni, who was recognized for her strong performance in overseeing healthcare services. Mining PS Elijah Mwangi emerged as the third-best performer, highlighting significant progress in the mining sector.

The rankings also placed Roads PS Joseph Mungai in fourth position with an approval rating of 73.4 per cent, followed by Parliamentary Affairs PS Aurelia Rono in fifth place at 72.2 per cent. Irrigation PS Ephantus Kimotho secured the sixth position with a 70.1 per cent approval rating.

Other notable performers in the top ten list included:

  • Geoffrey Kaituko (Shipping and Maritime Affairs) – 7th place
  • Raymond Omollo (Interior Ministry) – 8th place
  • Abubakar Hassan (Investments Ministry) – 9th place
  • Teresia Mbaika (Devolution Ministry) – 10th place

The report emphasized that these rankings reflect strong public confidence in certain ministries, particularly those that have shown tangible improvements in service delivery. The survey was conducted across all 47 counties and involved 1,068 participants aged 18 and above.

One of the key takeaways from the study was the recommendation to maintain leadership in high-performing ministries while adopting successful strategies in less effective departments. Among the suggestions for improvement were better documentation of successful policies, implementing structured performance improvement programs, and promoting collaboration between government ministries.

Additionally, the survey revealed mixed opinions about the broader structure of government. While 22 per cent of Kenyans expressed optimism about its effectiveness, 21 per cent remained skeptical about its ability to meet the needs of the citizens.

The findings serve as a useful tool for evaluating government performance and identifying areas that need improvement, ensuring better service delivery for all Kenyans.
