Public Service Cabinet Secretary Geoffrey Ruku has ordered the immediate suspension of three high-ranking officials from the National Youth Service (NYS).
He said the move was aimed at promoting accountability and restoring discipline in the government-run youth training institution.
Speaking on May 29 at the NYS headquarters in Ruaraka, CS Ruku emphasized that public servants must uphold good governance and deliver quality services to all citizens.
He highlighted the importance of transparency, fairness, and efficient use of public resources, in line with Kenya’s Constitution.
Citing Articles 10 and 232 of the Constitution, the Cabinet Secretary underlined that public officers are expected to carry out their duties with integrity, accountability, and professionalism.
These articles demand that government officials use public resources responsibly, maintain openness, and treat all Kenyans equally.
“It is vital that we protect the NYS, a public institution funded by the taxpayers, from being misused by individuals who are only interested in their selfish gains,” Ruku said. “As public servants, we have a duty to ensure that all resources are well managed and used efficiently to benefit the youth of this country.”
He added that the NYS must be guarded against those trying to take advantage of it, stressing that government institutions should not be used for personal enrichment.
The suspension of the three senior officials comes in the wake of a corruption scandal that has recently rocked the NYS. On May 7, 2025, the Ethics and Anti-Corruption Commission (EACC) carried out raids on the homes and offices of various senior NYS staff members.
These actions were part of an ongoing investigation into allegations of large-scale embezzlement of public funds.
The EACC is currently investigating claims that over KSh2 billion—money allocated for youth training and empowerment programs—was stolen.
According to the Commission, the suspects are believed to have misused their official positions to defraud the public through fraudulent procurement processes, fake contracts, and illegal payments.
During the raids, investigators reportedly recovered crucial evidence that is expected to support legal action against those involved in the alleged corruption scheme.
CS Ruku also echoed President William Ruto’s call to protect public money from misuse, warning that anyone found guilty of mismanaging government funds will not be allowed to continue serving in NYS or any public office.
“This institution belongs to the people of Kenya. Those who betray public trust by stealing from it should not have any space here,” he said. “We are determined to clean up the NYS and ensure it serves its true purpose—empowering the youth and contributing to national development.”
