Kitui MCA Arrested Over Theft of Mobile Phone Accessories Worth KSh 1.9 Million, Others Linked to Disturbing Incidents

Kitui’s Ikanga Ward Member of County Assembly (MCA), Cyrus Musyoka Kisavi, is at the centre of a major scandal after he was allegedly caught on CCTV stealing mobile phone accessories valued at KSh 1.9 million.

The Directorate of Criminal Investigations (DCI) confirmed his arrest on Tuesday, June 3, 2025, linking him to the theft of a parcel that was supposed to be delivered to a customer in Mombasa.

According to a statement released by the DCI and seen by Newshub.co.ke, the incident was initially reported by Buscar Courier Services on February 8, 2025. The courier company flagged the matter after one of their parcels, packed with high-value phone accessories, mysteriously went missing.

Investigators retrieved CCTV footage from the courier office located on River Road, Nairobi, which reportedly showed the suspect — later identified as Kisavi — walking away with the stolen parcel.

What shocked many was that at the time of the alleged theft, Kisavi did not disclose that he was a sitting MCA. The footage, together with eyewitness accounts and a positive identification, led to his arrest by security staff from Buscar Courier Services.

He was later handed over to officers at Central Police Station in Nairobi. Once at the station, his true identity as an elected MCA was confirmed, and he was transferred to Mombasa for further investigations by detectives handling the case from that jurisdiction.

This is not the first time Cyrus Musyoka, popularly known as Sonko, has made headlines. In September 2024, he was brutally attacked by a group of unknown men in Nairobi’s central business district.

Reports say the MCA was viciously beaten to the point of losing consciousness, with suspicions pointing to a case of mistaken identity.

Responding swiftly, police officers from Kamukunji Station rescued him from the attackers and rushed him to Nairobi Hospital, where he was admitted and treated for his injuries.

Another MCA, Marush Stephen Rais Kisemei, Charged for Misusing a Firearm

In a separate incident, Marush Stephen Rais Kisemei, the MCA representing Oloosirkon Ward in Kajiado County, was arraigned in court on Thursday, June 6. He is facing serious charges, including misuse of a firearm, obstructing police officers in the line of duty, and creating a public disturbance.

According to details shared by the DCI, the charges arose after police officers from Oloosirkon Police Station attempted to arrest suspects involved in an assault and property damage case in Ngurunga, Emakoko.

One of the suspects, Soipen Samuel, was successfully apprehended and placed in a police vehicle. However, the situation escalated when another suspect resisted arrest, and a third one, Jackline Joshua, locked herself inside a nearby house.

While the officers were trying to manage the tense situation, MCA Marush reportedly arrived at the scene accompanied by more than ten individuals armed with sticks and knives.

The group is said to have violently attacked one of the unarmed officers guarding the suspect in custody.

Under Marush’s leadership, they allegedly forced the suspect out of the police vehicle and launched an assault on the officers. The MCA, reportedly holding a pistol, was at the centre of the confrontation.

Two armed police officers, who were inside the house attempting to arrest the remaining suspect, were forced to come out and assist their colleague.

They managed to defend themselves and regain control of the situation. Following the incident, the DCI’s Isinya division took over the investigation and submitted a detailed case file to the Office of the Director of Public Prosecutions (ODPP), which approved the MCA’s prosecution.

Meanwhile, in another bizarre event, Noor Sheikh Farah, the MCA representing Jarajila Ward in Garissa County, caused chaos at a local restaurant shortly after the conclusion of the Garissa Cultural Festival.

A disturbing video surfaced online showing the MCA wielding a knife and ordering patrons to leave Albeik Hotel, where they had gathered for meals and refreshments.

The video quickly went viral, sparking widespread condemnation from the public and raising concerns about the conduct of elected leaders. After facing massive backlash, Farah issued a public apology, stating that he did not intend to cause any disruption to the hotel’s operations.

According to the MCA, the incident began when he got into a heated confrontation with two individuals outside the restaurant’s parking area.

The altercation escalated, leading him to act out of anger and enter the restaurant, where he forcefully removed customers.

Despite his apology, the incident drew criticism from various quarters, with many calling for stricter accountability for public officials who misuse their power or behave violently in public.

In recent weeks, several MCAs from across the country have found themselves embroiled in controversies ranging from theft and firearm misuse to violent public outbursts.

These incidents have sparked a nationwide debate on the conduct and accountability of elected leaders.

As investigations continue, the public is watching closely to see whether justice will be served and whether lawmakers will be held to the same legal standards as ordinary citizens.
