Ruto Dares Civil Servants Opposing Reforms to Quit Government

President William Ruto has issued a bold warning to leaders and civil servants in his administration who are resisting government reforms, especially those targeting procurement processes and the fight against corruption.

He told them to resign from their positions if they cannot align themselves with his agenda of accountability and transparency.

Speaking on Sunday at the KMTC grounds in Siaya County, where he attended a service at St Peter’s ACK Cathedral, the President emphasized that his government would not tolerate sabotage or reluctance to embrace change.

He particularly pointed to the planned shift to the electronic government procurement system (eGP), which aims to make procurement more open and transparent.

“On e-procurement, there are people who have been benefiting from shady dealings whenever tenders are issued. We have now decided to adopt an e-procurement system so that every Kenyan can clearly see how much was spent on goods and services,” Ruto said.

The President further claimed that some government officials were working with the media to discredit the new system by linking it to exaggerated spending reports. “I know some people are resisting e-procurement, including accounting officers who don’t want the truth exposed.

That is why they are behind headlines accusing Mbadi of spending billions on a system they claim doesn’t work. We will not be distracted by propaganda.

Any government officer who feels they cannot walk this journey with us should quit and find another job,” he declared firmly.

Ruto Defends Social Health Authority System

President Ruto also defended the Social Health Authority (SHA) system, which has faced heavy criticism. He said the system was not only working but had also revealed fraudulent claims made by certain health facilities.

“When we asked for verification of the Ksh30 billion claims submitted by hospitals, some people said they don’t want that process. The reason is clear – they know part of those claims are attempts to steal public money. The SHA system is exposing such fraud, and it is helping us protect taxpayer funds,” Ruto explained.

He added that his administration would never allow public funds to be released without proper accountability. “We will not pay before verifying claims. W

e will not use taxpayers’ money to reward corrupt individuals. Those who think otherwise should stop daydreaming because we are watching them, we will arrest them, and they will face justice. The government must be accountable to the people of Kenya,” the President said.

Development Promises for Siaya

During his tour of Siaya, President Ruto unveiled a package of development projects aimed at boosting infrastructure, housing, and economic growth in the region.

He announced that the Kenya Ports Authority would soon begin constructing a pier at Usenge and carry out a feasibility study for another one in Asembo.

He also launched several road projects to open up rural Siaya, noting that the budget had been increased from Ksh500 million to Ksh2.5 billion. The amount, he said, would be topped up by another Ksh1.5 billion, bringing the total to Ksh4 billion.

Ruto revealed that the Kenya Defence Forces (KDF) would, starting September 8, carry out major improvements at Siaya Stadium and the Siaya County Referral Hospital. The hospital project will increase bed capacity and improve healthcare services, while Ksh500 million has been set aside for the stadium upgrade.

The President also disclosed that his government had allocated Ksh22 billion for the construction of 8,000 affordable housing units in Siaya. These units will be built in several key towns, including Ukwala, Ugunja, Nyamninia, and Bondo.

In addition, he noted that both the national and county governments would partner with investors to revive and expand the Dominion Farms irrigation and rice-growing project, which is expected to create jobs and improve food security in the region.

To conclude his visit, Ruto made a personal donation of Ksh20 million towards the construction of St Peter’s ACK Cathedral in Siaya, where he had earlier joined worshippers for Sunday service.
