Ruto and Cabinet Secretaries Make New Government Appointments
President William Ruto, working together with several Cabinet Secretaries — Julius Ogamba, Davis Chirchir, Alice Wahome, and William Kabogo — has announced a new round of senior government appointments.
These changes affect key national boards, major road agencies, and multiple university councils across the country. The appointments are part of ongoing efforts to strengthen leadership in public institutions and improve service delivery.
In a gazette notice released on Friday, President Ruto reappointed Winfrida Ngumi as the Non-Executive Chairperson of the Kenya National Highways Authority (KeNHA) for a one-year term. Her new term will run from November 28, 2025, to November 23, 2026.
The notice stated that the President had officially renewed her position in line with his mandate as Head of State and Commander-in-Chief.
Education CS Julius Ogamba also made several major appointments to university councils across the country. These include the University of Nairobi, Tharaka University, Kaimosi Friends University, Tom Mboya University, Koitalel Samoei University College, and Garissa University College.
For Tharaka University, Ogamba appointed Ruth Charity Wanyonyi, Edita Wambeti Njue, Emmanuel Bore Ng’etuny, and Thuranira Thimangu as Council Members for a three-year term beginning November 28.
Kaimosi Friends University also received new council members: David Sigano, Rose Chepkoech Langat, Dr Thaddaeus Gondi, Yussuf Mohamed Kala, and Dr Moses Mwanje, all set to serve for three years from the same date.
In addition, Ogamba appointed Dr Titus Ogalo Pacho to the Tom Mboya University Council, while Julie Kiseka joined the Koitalel Samoei University College Council. Grace Tago Khayota was appointed to the Garissa University Council, with all of them expected to serve three-year terms starting November 28.
Kabarnet University College also saw new leadership, with Prof Benson Estambale named as the Non-Executive Chairperson. He will serve alongside Council Members Alfred Kibor, Anthony Mutembei, Hussein Farah, and Millicent Too Chemutai. At the same time, the Machakos University Council appointed Peter Maangi Mitiambo as its new Non-Executive Chairperson.
Several other universities also made new appointments. These include:
- Virginia Nzisa to Kibabii University
- Prof Amos Gitau Njuguna to Nyandarua University College
- Ben Nandi Chikamai to the Technical University of Kenya
- Shamim Chanzu to Karatina University, replacing Carren Omwenga, whose appointment was revoked
- Florence Mutua to Mama Ngina University College, taking over from Lizzie Chongoti
Maseno University added Robert Nyanjui Wainaina and Peter Bunei Mastamet to its council, while the University of Nairobi appointed Lily Ng’ok. The Open University of Kenya also welcomed Mohamed Dahir and Joseph Tuikong Rotich to its governing council.
In the transport sector, CS Davis Chirchir appointed Joyce Nyambura Mundara and Kenneth Wando Odhiambo to the Kenya Urban Roads Authority (KURA), while Geoffrey Kiprotich Koros joined the Kenya Rural Roads Authority (KeRRA).
At the Kenya Roads Board, Francis Theuri and Phylis Wakiaga were brought in as new members, with Gloria Sarah Awinja appointed to KeNHA.
ICT CS William Kabogo made appointments to the Media Council of Kenya, naming Kosgei Kemboi Alvin, Dr Abduba Mollu Ido, CPA Enock Nyanchoga Monari, and Risper Awuor Olick to serve for the next three years.
In the Lands Ministry, CS Alice Wahome appointed Kizito Wangalwa, Susan Kabue, Samuel Ouma Oloo, Stanley Njoroge, Beryl Khanyile, and Zipporah Muthama to the Board of Trustees for the Kenya Slum Upgrading, Low-Cost Housing and Infrastructure Trust Fund. Their three-year terms will begin on November 28, 2025.
These appointments signal another phase of restructuring and strengthening within government bodies as the administration continues to realign leadership in key public institutions across Kenya.
