Governor Announces Major Reshuffle Affecting 16 Key County Departments
West Pokot Governor Simon Kapchin has announced a major reshuffle within his County Executive Committee, bringing changes to 16 essential departments across the county.
The new adjustments, which took effect on December 2, 2025, follow recommendations made by the County Public Service Board. The aim is to strengthen service delivery and improve efficiency in different sectors.
In the new changes, Naomi Cherotich has been appointed as the County Chief Officer for Agriculture, Livestock, Irrigation, and Fisheries. Along with this role, she has also been assigned additional responsibilities in the Finance and Economic Planning Department, where she will serve in an acting capacity.
The reshuffle also saw Edwin Pkemei Lokomoi take over leadership of the Sports Department, while Rebecca Chebet Kochulem has been placed in charge of the Tourism and Culture Department.
The Water and Natural Resources Department is now under Leonard Rutto, and Lilian Korinyang will head the Vocational and Technical Training Department, focusing on strengthening skills development in the county.
Several other senior appointments were also made. Reuben Lotumale, Benjamin Tukei, Abraham Pkiach, and Daniel Lopale have been assigned to lead the Roads and Transport, Youth Affairs, Lands and Physical Planning, and Special Programs departments, respectively. These changes aim to boost development projects and improve coordination in crucial sectors.
The Public Service Management Department has also been affected, with David Clap Chepelion taking over as the new Chief Officer. Meanwhile, Christopher Alisoreng will now oversee the Cooperative Development Department, focusing on supporting cooperative societies and boosting community-based economic activities.
In the education sector, Julius Kakadon has been appointed to lead the Education and Early Childhood Development Department, while Joel Limakina will head the Trade, Industry, and Energy Department, a department that plays a major role in economic growth and investment promotion.
The Health and Sanitation Department will now be under Irene Jerop Lopakale, who is expected to focus on improving healthcare services across West Pokot County. The Housing and Urban Development Program has been placed under Amanule Samson, who will oversee urban planning and housing initiatives.
Lastly, Governor Kapchin also announced the appointment of Emmanuel Mtelo, who will now serve in the Office of the Governor, providing additional support in administrative and strategic duties.
The governor’s reshuffle is intended to strengthen leadership across the county government, bring fresh energy into key departments, and ensure that development goals are met more effectively.
