The government has formally announced the establishment of a new specialised police formation known as the National Government Administration Police Unit (NGAPU), a move aimed at strengthening coordination between security agencies and national government administrators while improving public safety across the country.
The new unit will operate under the National Police Service (NPS) and is expected to play a key role in supporting government operations at the grassroots level.
The announcement was made by Inspector General of Police Douglas Kanja through Legal Notice No. 201 dated December 24, 2025. The notice was issued under the National Police Service Standing (Amendment) Orders, 2025, officially introducing the new unit into the existing police structure.
According to details contained in the gazette notice, the formation of NGAPU is intended to enhance security support for National Government Administrative Officers (NGAOs), including chiefs and other administrators, as they carry out their lawful responsibilities within communities.
The gazette further explained that the unit will be responsible for providing protective security to government officers while also supporting administrative activities carried out by national government officials.
In addition, NGAPU officers will help enforce national government policies and programmes, especially in areas where security presence is required to ensure smooth implementation.
The unit is also expected to play an active role in conflict resolution, peacebuilding initiatives, and maintaining stability in areas experiencing disputes or tension.
Among its key responsibilities, NGAPU officers will provide security during lawful government operations, public events, and community gatherings.
As part of their duties, they will act as first responders in security incidents, with authority to apprehend suspects, secure scenes of crime, and preserve exhibits before handing over cases for further investigation.
The officers will also work closely with other security agencies whenever incidents require a coordinated response, ensuring faster and more organised handling of security matters.
The structure of the new unit has also been clearly outlined in the notice. NGAPU will be headed by a commandant who will report directly to the Deputy Inspector General in charge of the Administration Police Service.
To ensure effective operations across the country, the unit will be divided into several levels, including regional, county, sub-county, and ward or division units.
Regional unit officers will operate under the regional Administration Police commanders and will be responsible for overseeing the performance and efficiency of the unit within their respective regions.
At the county level, county unit officers will report to the County Administration Police Service Commander and coordinate the unit’s activities within counties.
Sub-county officers will supervise operations at the sub-county level while reporting to the sub-county police commander.
Meanwhile, ward and division units will focus on ensuring effective implementation of the unit’s responsibilities at the grassroots level, also under the supervision of sub-county police commanders.
The gazette notice also clarified that NGAPU officers will carry out their duties in accordance with existing laws governing the National Police Service, and their career progression will follow guidelines approved by the National Police Service Commission (NPSC).
This means that the officers will remain subject to established police regulations, training standards, and disciplinary procedures.
Additionally, the notice states that in cases where NGAPU officers make arrests or require operational support after carrying out their duties, police stations will be required to provide assistance promptly and without hesitation.
Officers attached to the new unit will also be entitled to allowances and benefits as determined by the National Police Service Commission, in line with their roles and responsibilities.
The establishment of NGAPU marks a significant adjustment within the security framework, with the government seeking to improve coordination between administration and policing functions while enhancing security presence and response at the community level.
