President Ruto Makes History With Landmark Address to Nairobi MCAs at City Hall
President William Ruto made history after becoming the first sitting Head of State in Kenya to officially address a county assembly.
In a landmark moment for the country’s devolved system of government, he delivered a major speech to members of the Nairobi City County Assembly at City Hall.
The event comes 16 years after devolution was introduced in Kenya, making the visit highly symbolic and significant in the country’s political journey.

Ruto Arrives at City Hall
President Ruto arrived at City Hall at around 1:00 pm, where he first held a private closed-door meeting with Nairobi Governor Johnson Sakaja. The two leaders reportedly spent some time discussing county matters and other issues of national and local importance before proceeding with the day’s main event.
Upon arrival, the Head of State was warmly received by Nairobi County Assembly Speaker Kennedy Okeyo Ng’ondi.
Outside City Hall, large crowds of Kenyans had already gathered, hoping to witness the historic occasion and catch a glimpse of the President as he made his way into the building.
The atmosphere around the venue was lively, with many residents excited about the rare and symbolic visit.
At around 2:00 pm, President Ruto and Governor Sakaja exited the meeting room and made their way to the Nairobi County Assembly chambers. Before entering the House, the two leaders paused briefly at the entrance for an official photo, marking the significance of the day.
They then proceeded to inspect a guard of honour mounted by county askaris, adding ceremonial weight to the occasion. After the inspection, the leaders entered the assembly hall, where a full house of MCAs was waiting for the President’s much-anticipated address.
The event is expected to remain a major talking point in Kenya’s devolved governance history, as it highlights the growing relationship between county assemblies and the national leadership.
